Circular
A circular is a document issued by an institution or government department to inform its subordinate offices or employees of general instructions, guidelines, explanations, and procedures.
Purpose:
- To inform about new procedures.
- To clarify how to follow existing regulations.
- To provide guidance to everyone to act in the same way.
Order
An order is a mandatory decision or instruction issued by an authorized official or government using legal authority. It usually applies to a specific subject, person, or institution.
Purpose:
- To authorize appointments, transfers, and promotions.
- To grant financial approval.
- To implement administrative decisions.
- To enforce regulations.
If a circular is a guideline/explanation, an order is an official decision and a mandatory instruction to implement it.
