Steering Committee
The Steering Committee is a committee established to coordinate the work of the Standing Committees. The President, Vice President and Chairpersons of other Standing Committees shall be its members. The President shall be the Chairman of the Steering Committee. The Steering Committee shall perform the duties assigned by the Panchayat. In case any Standing Committee is unable to perform its duties effectively, the powers and duties of such Standing Committee shall be vested in the Steering Committee.
Hospital Managing Committee (HMC)
For all types of medical facilities, Hospital Managing Committees not exceeding fifteen members shall be constituted in hospitals up to the district level under the jurisdiction of the Panchayats in compliance with Section 173A of the Kerala Panchayat Raj Act, 1994 and the Kerala Panchayat Raj (Managing Committees for Public Health Institutions) Rules, 2010. The term of the Hospital Managing Committees shall also expire on the expiry of the term of the Panchayat. In the event of a vacancy in the membership, the vacancies shall be filled by nominating new members as per the decision of the Panchayat. HMCs shall also have the power to take necessary decisions for the development of the hospitals. HMCs shall meet once in three months and shall maintain income and expenditure accounts and records. The custody of the Hospital Development Fund shall be vested in the Member Secretary. The amount should be deposited in a joint account in the name of the Chairperson and Member Secretary in a nationalized bank. The expenses should be approved by the HMC. The accounts are subject to audit by the State Audit Department.

Managing Committee for Animal Health Institutions
Managing Committees not exceeding fifteen members shall be constituted in hospitals up to the district level providing treatment to animals as per the Kerala Panchayat Raj (Managing Committee for Animal Health Institutions) Rules, 2024. The term of the Managing Committees shall also expire on the expiry of the term of the Panchayat. In the event of a vacancy in the membership, the vacancies shall be filled by nominating new members as per the decision of the Panchayat. The Managing Committees shall have the power to take necessary decisions for the development of Animal Health Institutions. The Managing Committees shall meet once in three months and shall maintain income and expenditure accounts and records. The custody of the Animal Health Institution Development Fund shall be vested in the Member Secretary. The amount shall be deposited in a joint account in the name of the Chairperson and the Member Secretary in a nationalised bank. The Managing Committees shall obtain approval for the expenditure and the accounts shall be subject to audit by the State Audit Department.

Procurement Committee
A Procurement Committee shall be constituted as per the Procurement Guidelines for the procurement of goods and services required by the Local Self Government Institutions issued vide S.U.(P)No.259/2010/T.S.W.B.V dated 08-11-2010.

All the Standing Committee Chairpersons and the concerned Executive Officer shall be members of the Committee. The decision of the Procurement Committee is important in procuring goods and services. The decision of the Committee shall be subject to the approval of the Panchayat.
Panchayat Education Committee (PEC)
The Panchayat Education Committee is a committee consisting of all the representatives of the people of the Panchayat, the Head Teacher, the representative of the PTA Presidents, the elected teachers, the Junior Health Inspector, the SC/ST representatives, the ICDS Supervisor, the representative of the managers, etc. Its Chairperson will be the Gram Panchayat President, the Vice-Chairperson will be the Chairperson of the Health and Education Standing Committee and the Convener will be the Education Executive Officer. The Panchayat Education Committee takes the lead in coordinating the overall activities of the Panchayat.
Elderly Vigilance Committee
The government has ordered the formation of an Elderly Vigilance Committee in all gram panchayats to intervene in cases of deprivation of liberty, violation of rights and atrocities against the elderly and find solutions for the welfare of the elderly. The members of this committee are the Gram Panchayat President, Welfare Affairs Standing Committee Chairperson, Gram Panchayat Secretary, CDS Chairperson, ICDS Supervisor, Medical Officer, Police S. I and Village Officer.
Jagratha Samiti
Jagratha Samiti are committees formed at the Panchayat, Ward and District levels to work against atrocities, harassment and deprivation of liberty against women and children. The government has issued a very detailed order regarding the objectives, activities and organizational structure of the Jagratha Samiti [G.0 (MS) 7/2025/WCDD dtd. 22.02.2025].

Child Protection Committees (CPC)
Child Protection Committees are a system formed at the block, municipality and panchayat levels by including individuals and officials of common consent to ensure the rights, welfare and safety of children in local self-government institutions, create suitable conditions and protect them. This committee consists of the Gram Panchayat President Chairperson, Welfare Standing Committee Chairperson, Vice Chairperson, I. C. D. S Supervisor Member Secretary, children, Anganwadi teacher, teachers, public health nurse and two social workers.
Local Level Monitoring Committee
A Local Monitoring Committee is formed in each Gram Panchayat to monitor the implementation of the provisions of the Kerala Paddy Field - Wetland Conservation Act.

Krishi Bhavan-level Agricultural Development Committee
Panchayat-level agricultural development committees are functioning centered around Krishi Bhavans. This committee discusses all the schemes implemented by Krishi Bhavan and through Krishi Bhavan and provides suggestions for the implementation of the scheme. The composition of the committee is as follows.

It also includes representatives from various agricultural organizations and political and social sectors.
Palliative Care Management Committee (PMC)
The Palliative Care Project is a mandatory project undertaken by the Local Government Institutions. A Palliative Care Management Committee (PMC) is constituted to implement and supervise the activities of this project.
The Vice-Chairperson of the Committee, who is the Chairperson of the Gram Panchayat President, will be the Chairperson of the Standing Committee on Health and Education. The Standing Committee on Welfare Affairs will consist of the Chairperson, Gram Panchayat Secretary, two people's representatives including one woman, CDS Chairperson, CDS Member Secretary, Block/District Panchayat Members (involving the Gram Panchayat), Medical Officers, Palliative Care Nurse and two volunteers. Its Member Secretary will be the Medical Officer of the Primary Health Centre.
This committee meets once every two months to review the activities. The Palliative Care Implementation Committee, chaired by the President, also works to effectively carry out the activities. Palliative Care Implementation Committee (PIC)
Kudumbashree Evaluation Committee
The Evaluation Committee is a platform that brings together the local government institutions and Kudumbashree in a democratic manner. The Evaluation Committee provides ideas and information for preparing the annual action plan of the CDS and provides the necessary direction.
The Evaluation Committee is chaired by the Gram Panchayat President and the Secretary is the CDS Chairperson. The CDS Member Secretary acts as the Convener.
The Gram Panchayat Vice President, Secretary, Welfare and Development Standing Committee Chairpersons, heads of constituent institutions, CDS Vice Chairperson, CDS Sub-Committee Conveners, five women representatives, two former CDS office bearers and representatives of financial institutions are its members. The Committee must meet at least once in three months.
Tree Committee
A committee formed at the Panchayat level to protect trees standing in public places and to prevent accidents caused by trees, their branches, trunks and falling.

Biodiversity Management Committee (BMC)
Biodiversity Management Committees are constituted in all local bodies as per the Biodiversity Act. BMCs are local committees legally mandated to ensure the conservation of biological resources, promote their sustainable use, and ensure the management of ecosystems. The Gram Panchayat President will be the Chairperson of the BMC and the Secretary will be the Secretary of the BMC. The BMC is a committee of eight members. In addition to the President and Secretary, the BMC will have six members decided by the Governing Body. Two of these will be women and one will be from the Scheduled Caste/Scheduled Tribe category. A person selected from the committee will be appointed as the Convener. The term will be five years, which is the term of the Governing Body.
Traffic Regulatory Committee
A Traffic Regulatory Committee (District Police Chief) will be formed at the Gram Panchayat level to deal with traffic issues in the Panchayat area.

Sports Councils have been formed for the development of sports at the village level under the Kerala Sports Act, 200.
