The Steering Committee is constituted to coordinate the functioning of the Standing Committees. The President, Vice President, and Chairpersons of other Standing Committees shall be the members of this committee. The President shall be the Chairperson of the Steering Committee. The Steering Committee shall discharge the duties entrusted to it by the Panchayat. In case any Standing Committee is unable to perform its functions efficiently, the powers and duties of such a Standing Committee shall be vested in the Steering Committee.

For all systems of medicine, Hospital Management Committees consisting of not more than fifteen members shall be constituted in hospitals up to the district level under the control of Panchayats, adhering to Section 173A of the Kerala Panchayat Raj Act, 1994, and the Kerala Panchayat Raj (Management Committees for Public Health Institutions) Rules, 2010. The term of the Hospital Management Committees shall expire with the expiration of the term of the Panchayat. As vacancies of members arise, new members shall be nominated as per the decision of the Panchayat to fill the vacancies. HMCs shall also have the authority to take decisions necessary for the development of hospitals. HMCs shall meet at least once every three months and maintain accounts of receipts and expenditure along with records. The custody of the Hospital Development Fund is vested in the Member Secretary. The amount shall be deposited in a joint account in the names of the Chairperson and Member Secretary in a nationalized bank. Approval of the HMC must be obtained for expenditures. The accounts are subject to audit by the State Audit Department.

A Procurement Committee shall be constituted in accordance with the procurement guidelines for procuring goods and services required for Local Self Government Institutions, issued vide G.O. (P) No. 259/2010/LSGD dated 08-11-2010.

All Standing Committee Chairpersons and the concerned Implementing Officer shall be members of the committee. The decision of the Procurement Committee is crucial in the procurement of goods and services. Approval of the Panchayat must be obtained for the decisions of the committee.

The Panchayat Education Committee is a body consisting of all elected representatives of the Panchayat, Headmaster, representatives of PTA Presidents, selected teachers, Junior Health Inspector, SC/ST representatives, ICDS Supervisor, and managers' representatives. Its Chairperson shall be the Grama Panchayat President, the Vice Chairman shall be the Health and Education Standing Committee Chairperson, and the Convener shall be the Education Implementing Officer. The Panchayat Education Committee leads and coordinates overall educational activities in the Panchayat.

Government has issued orders to constitute Senior Citizen Vigilance Committees in all Grama Panchayats to intervene in and resolve issues related to denial of freedom, rights violations, and atrocities against senior citizens, aiming at their welfare. The Grama Panchayat President, Welfare Standing Committee Chairperson, Grama Panchayat Secretary, CDS Chairperson, ICDS Supervisor, Medical Officer, Police Sub-Inspector, and Village Officer are members of this committee.

Jagratha Samithis are committees formed at the Panchayat, Ward, and District levels to act against violence, harassment, and denial of freedom targeting women and children. Detailed guidelines regarding the objectives, functions, and organizational structure of the Jagratha Samithi are specified in [GO (MS) 7/2025/WCDD dated 22.02.2025].

Child Protection Committees are mechanisms constituted at Block, Municipal, and Panchayat levels comprising publicly respected individuals and officials to ensure, create suitable conditions for, and protect the rights, welfare, and safety of children in Local Self Government Institutions. This committee consists of the Grama Panchayat President as Chairperson, Welfare Standing Committee Chairperson as Vice Chairperson, ICDS Supervisor as Member Secretary, along with children, Anganwadi teacher, teachers, Public Health Nurse, and two social workers.

The Local Level Monitoring Committee is constituted in every Grama Panchayat to monitor the implementation of the provisions of the Kerala Conservation of Paddy Land and Wetland Act.

Panchayat level Agricultural Development Committees function centered around Krishi Bhavans. This committee conducts discussions and provides necessary suggestions for project implementation regarding all schemes implemented by and through the Krishi Bhavan. The structure of the committee is as follows:

Representatives from various agricultural organizations, political, and social spheres are also included in this committee.

The Palliative Care Project is a mandatory project to be undertaken by Local Self Government Institutions. The Palliative Care Management Committee (PMC) is constituted for the execution of the project and supervision of activities.

The Grama Panchayat President is the Chairperson and the Health and Education Standing Committee Chairperson is the Vice Chairperson of the committee. Welfare Standing Committee Chairperson, Grama Panchayat Secretary, two elected representatives including one woman, CDS Chairperson, CDS Member Secretary, Block/District Panchayat Members (belonging to the Grama Panchayat), Medical Officers, Palliative Care Nurse, and two volunteers shall be members. The Medical Officer of the Primary Health Centre shall be the Member Secretary.

This committee shall meet once every two months to evaluate activities. A Palliative Care Implementation Committee (PIC) headed by the President as Chairperson also functions to carry forward the activities effectively.

The Evaluation Committee is a platform that democratically unites Local Self Government Institutions and Kudumbashree. It provides ideas, information, and necessary direction for preparing the annual action plan of the CDS.

The Chairperson of the Evaluation Committee is the Grama Panchayat President, and the Secretary is the CDS Chairperson. The CDS Member Secretary functions as the Convener.

Grama Panchayat Vice President, Secretary, Welfare and Development Standing Committee Chairpersons, heads of constituent institutions, CDS Vice Chairperson, CDS Sub-committee Conveners, five women elected representatives, two former CDS office bearers, and representatives of financial institutions are members. The committee must mandatorily meet at least once every three months.

A committee constituted at the Panchayat level for protecting trees located on public roads and public places, and to avoid accidents caused by trees or their branches uprooting or breaking off.

Biodiversity Management Committees are constituted in all Local Self Government Institutions in accordance with the Biological Diversity Act. BMCs are statutory local committees aimed at ensuring the conservation of biological resources, promoting their sustainable use, and ensuring ecosystem management. The Grama Panchayat President shall be the BMC Chairperson and the Secretary shall be the BMC Secretary. The BMC consists of an eight-member committee. Apart from the President and Secretary, six members nominated by the governing body will be in the BMC. Among them, two shall be women and one person shall belong to the Scheduled Caste/Scheduled Tribe category. A person elected from the committee is designated as the Convener. The tenure shall be five years, co-terminus with the tenure of the governing body.

A Traffic Regulatory Committee will be constituted at the Grama Panchayat level to handle traffic issues within the Panchayat area.
