History of the establishment of Kottiyoor Panchayat.

After independence, the area comprising Kottiyoor Panchayat was in the Malabar District of Madras State, with the Manathana part in Kappad. Later, with the formation of Kerala in 1956, the areas comprising Kottiyoor were included in the Manathana Panchayat in Thalassery Taluk of Kannur District. When the Manathana Panchayat was again divided and the panchayats of Peravoor and Kappad were formed, Kottiyoor came under the limits of Kappad Panchayat. Finally, in 1968, the Kappad Panchayat was again divided and the panchayats of Kottiyoor and Kelakam came into existence.

            From 1968 to 1979, the Kottiyoor Panchayat was governed by a committee consisting of Mr. Georgekutty Mukkadan as the President, Mr. K. V. Joseph and Mr. Scaria Puthanpura. After that, the second committee under the leadership of Mr. Joseph Mankuthel ruled until 1982. Mr. Gopinath Pillai was the Vice President during this period. The eight-member committee changed in 1982 and then till 1984, the Kottiyoor Panchayat was governed by Mr. T. S. Mathew and Mr. Joseph Narimattom. From 30/10/1984 to 29/10/1982, the Administrator was in charge of the Kottiyoor Panchayat. For seven years from 1988 to 1995, a new administrative committee came to power in Kottiyoor under the leadership of Mr. PC Ramakrishnan. During this period, significant changes took place in the development of basic facilities in the panchayat. The panchayat office functioned in a rented building in Neendunokki till 1991. Later, it started functioning in its own building donated by the esteemed Thomas Muthanattu.

          The Panchayat Raj system in Kerala came into existence in 1994. The Panchayat Raj Act is a law that enables rural development with the direct participation of the people through institutions. It promotes self-governance of the rural people and empowers them to find solutions to their problems.

             The Panchayat Raj system in Kerala is very strong and plays a crucial role in the development of the place. Accordingly, elections are held every five years and the administration changes. After Mr. PC Ramakrishnan, Raghavan Master was the Panchayat President till 2000. After that, Adv. KJ Joseph, Smt. Cicily Aamakkat, Sri.  Saju Vathyat, Smt. Indira Sreedharan and Sri Roy Nampudakam were in the leadership of Kottiyoor Panchayat till 2025.

              At present, the administration is being handled by the Administrative Committee headed by Mrs. Cicily Kannanthanam and Mr. Roy Nambudakam as the Vice-President. Mrs. Ginsy Thomas is the Chairperson of the Development  Standing Committee of Kottiyoor Panchayat, Mr. Thomas Amakkatt is the Chairperson of the Welfare  Standing Committee and Mrs. Bindu Sibi  is the Chairperson of the Health and Education Standing Committee.
