Circular

A circular is a document issued by an institution or government department to inform its subordinate offices or employees of general instructions, guidelines, explanations, and procedures.

Purpose:

  1. To inform about new procedures.
  2. To clarify how to follow existing regulations.
  3. To provide guidance to everyone to act in the same way.
Order

An order is a mandatory decision or instruction issued by an authorized official or government using legal authority. It usually applies to a specific subject, person, or institution.

Purpose:

  1. To authorize appointments, transfers, and promotions.
  2. To grant financial approval.
  3. To implement administrative decisions.
  4. To enforce regulations.

If a circular is a guideline/explanation, an order is an official decision and a mandatory instruction to implement it.
